We are proud to announce that, earlier this month, the Home Office has approved nationwide funding for the Tackling Organised Exploitation (TOEX) Capabilities Environment, making innovative investigative tools available to all 43 police forces across England and Wales.
As the key delivery partner, our data experts have been at the centre of designing and implementing the environment’s tools that are bridging the gap between complex digital evidence and actionable police intelligence.

Advanced Police Technology Solutions That Deliver Results
When first setting out to develop the TOEX Capabilities Environment, the mission was to ensure that police forces had access to modern data tools which could streamline the investigative process, in particular surrounding organised exploitation. Working closely with frontline officers, the TOEX team and Simpson Associates identified critical gaps where technology could help accelerate justice and better protect victims.
Revolutionary Tools, Proven Impact
The TOEX Capabilities Environment delivers a number of specialised investigative tools, each designed to solve specific operational challenges.
The first to be jointly-developed was the TOEX Translate tool, which, using Microsoft Azure, enables bulk translation of text files involved in serious and complex investigations. After recognising it’s success, our Simpson Associates experts worked with TOEX to develop a second evidence processing tool that utilises natural language processing to convert audio and video evidence into structured transcripts – TOEX Transcribe.
On top of digital evidence processing tools, the other tools cover:
- Intelligence Development: The Companies House Navigation tool reveals hidden corporate networks, while Wing-It provides comprehensive flight data analysis across all UK airports – capabilities previously requiring multiple separate systems and extensive manual research.
- Geographic Intelligence: The Map Scraper tool leverages geospatial analytics to identify business patterns across any area, supporting everything from county lines investigations to fraud detection.
- Advanced Analytics: The Data Analyser and Review Tool (DART) uses pattern recognition to process large digital datasets, identifying critical patterns that human analysis might miss or take months to uncover.
The recent Home Office evaluation confirms these tools deliver measurable results like faster case resolution, reduced investigative backlogs, and more time for frontline staff to keep communities safe through optimised data workflows and automated intelligence extraction.
Technical Excellence Through Partnership
Through working with multiple police forces, we’ve ensured that the platform has been built with operational realities in mind. The secure, containerised cloud infrastructure requires zero local installation or IT system modifications, enabling immediate deployment across forces, ensuring the tools work with police forces, not against them.
